No. It's the flag of Novorossiya . Novorossya was a historical term of the Russian Empire in 1764-1873 denoting an area north of the Black Sea, presently part of Ukraine. The flag is based on the Russian Naval jack, which is a combination of the cross of St. Andrew and the cross of St. George. My guess is that the pro-Russian forces in Ukraine are using it now.

I was joking. That's actually their battle flag. The "state" flag is based on the flag of the old Russian Empire.
